Boating rules changing in 2027, state by state

Every winter brings a crop of new boating rules. For 2027 the list is shorter than the headlines suggest, and most of it is about who needs a boater card. Here is what is confirmed, by date.

January 1, 2027: a new way to measure a striper

The change most likely to affect East Coast anglers is not a size limit but how fish are measured.

In late 2025 the Atlantic States Marine Fisheries Commission (ASMFC) adopted a single definition of striped bass total length for every state from Maine to North Carolina: a straight-line measurement with the upper and lower lobes of the tail squeezed together. States must have it in their regulations by January 1, 2027.

Until now, some states required a pinched tail, some left it to the angler, and some required a natural or fanned tail. Pinching makes a fish measure longer. On a fish near the top of a slot, that difference decides whether it is legal.

The ocean slot itself did not change. ASMFC kept the 28- to 31-inch slot and one-fish bag for 2026.

January 1, 2027: Missouri

From January 1, 2027, anyone born on or after January 1, 2006 who runs a vessel on Missouri waters must carry a boating safety ID card. Missouri recognizes approved cards from other states, so visitors who already hold one from home are covered.

July 1, 2027: Minnesota's next group

Minnesota is phasing in a watercraft operator's permit by birth date. On July 1, 2027, the requirement extends to motorboat operators born on or after July 1, 1996. The last step, on July 1, 2028, covers anyone born on or after July 1, 1987.

April 1, 2028: Massachusetts, all ages

This is the one for older boaters. Under the Hanson-Milone Boater Safety Act, Massachusetts operators of motorboats and personal watercraft must complete an approved safety course:

  • Born after January 1, 1989: required since April 1, 2026, with enforcement starting in September 2026.
  • Born on or before January 1, 1989: required by April 1, 2028.

Fines are reported at $50 for a first offense and $100 after that. The certificate is good for life. If you boat in Massachusetts, use the 2027 off-season to take the course.

Already in force

These aren't new, but they are often missed:

  • New York: since January 1, 2025, every operator of a motorized vessel needs a boating safety certificate, whatever their age (Brianna's Law).
  • California: since January 1, 2025, every operator of a motorized vessel needs a California Boater Card, whatever their age.
  • Florida: anyone born on or after January 1, 1988 must carry a boating safety ID card to run a boat of 10 hp or more.
  • Federal engine cut-off switch rule: since April 1, 2021, operators of boats under 26 feet with 3 hp or more must wear the cut-off lanyard or wireless fob when on plane or above displacement speed, if the boat has a cut-off switch.

What we could not confirm

We found no confirmed boating-law change taking effect January 1, 2027 in Florida, New York, New Jersey, Maryland, Texas or Michigan. State legislatures meet in January, so check your state's boating agency before the season.
